The U.S. identified the leaders, and organizers, of the Arab militias in Darfur, but the Sudanese government responded that these men were prominent Arab tribal chiefs in Darfur and the government would not touch them. Meanwhile, the government and the Darfur rebels joined in appealing for over $300 million in foreign aid to deal with the refugee crises in Darfur.
