Kidnapping continues at the same record rate. In the first three months of the year, 751 people were victims. The ELN was the biggest offender, with 226. FARC grabbed 148 and various other rebel and criminal groups snatched the rest.  Of those taken this year, 263 were set free, 15 were killed and 201 were rescued by the police. Five escaped and 267 remain captives. Kidnappings in 2000 were two percent fewer than in 1999.
