The US Navy has warned Congress that a 60% cut in the Submarine Threat Countermeasure Program by the Clinton Administration over the last five years has placed US submarines at risk. The STCP evaluates emerging technologies and new systems in service with foreign fleets to determine if they threaten US submarines, and then develop countermeasures for them. The cuts have left a whole generation of new weapon concepts unevaluated.--Stephen V Cole
